Taiwan's Defense Ministry stated that the exercise aimed to practice emergency responses in an urban environment and test communication systems, and that the scenario was not based on any particular threat.

However, as tensions rise between Beijing and Taipei, and concerns over a potential invasion grow, many citizens are concerned that war could be imminent. Taiwan's creative approach to emergency preparation is certainly garnering attention, although it is also sparking controversy amid concerns that simulation may not truly reflect the realities of war.
